Resolution in Support of an Amendment to NYS Tax Law

in Relation to Vendor Fees for Video Lottery Gaming

WHEREAS, The tourism industry in Oneida County, New York generates $1.3 Billion in visitor spending annually of which $949 million is spent on lodging, recreation, and food and beverage within the county; and

WHEREAS, Visitor spending supports 19,690 direct and indirect jobs in Oneida County generating $729 million in household income; and

WHEREAS, Vernon Downs Casino Hotel and Harness Racetrack, owned by American Gaming and Entertainment, is an integral part of Oneida County’s tourism industry employing more than 300 people in the operation of its all-suite hotel, casino, restaurants and the iconic “Miracle Mile” Harness Racetrack; and

WHEREAS, Vernon Downs has been able to preserve harness racing in recent years by subsidizing racing operations with video lottery gaming; and

WHEREAS, Increased gaming competition in New York State, the location of new casinos in relationship to Vernon Downs, and the state's varying tax rates on specific gaming properties has resulted in Vernon Downs experiencing significant revenue losses year over year starting in 2015; and

NOW THEREFORE BE IT RESOLVED, that Oneida County Tourism does hereby express its support for an amendment to the tax law, in relation to vendor fees for video lottery gaming, as presented by Senate Bill 6243-A and Assembly Bill 8066, to provide a more equitable tax rate to American Gaming and Entertainment for the continued operation of Vernon Downs Casino Hotel and Harness Race Track.
